This bill would make it mandatory for each Cuban national seeking any US visa, to obtain a clearance letter from certain Cuban-based accredited pro-democracy NGOs stating that the applicant is not known to have participated in committing torture, murder, or repression.

This bill would amend the Cuban Solidarity Act, to create a fund for the operation peaceful, pro-democracy NGOs in Cuba, financed by a tax on those who do business with the military dictatorship and its leaders.

This bill would amend the Cuban Adjustment Act to provide that any Cuban national who enters the US on a tourist visa, having represented that they intend to return to Cuba, would not be eligible for automatic refugee and residency under the CAA.
